Can someone tell me what part of France/francophone world this accent (starting at 8s.) is from?

This guy did not seem to have any accent. His voice just sounded different, that's all.

If you want to get more informations about the guy who spoke, his name was Yvan Amar (according to the audio track you gave). Here is his Wikipedia French page : http://fr.wikipedia.org/wiki/Yvan_Amar. Perhaps you will find more informations about his potential accent (if he got one but it is not sure)
