@StéphanePéchard EL&U partially defines itself as a reference. If something is well-established in practical usage, you can perhaps tell people that it is now the rule. Things could work similarly here.

@StéphanePéchard Given that even Le Monde does it and it is still a lot easier on a normal QWERTY keyboard to produce doublequotes than guillemets, however, it seems reasonable to view them as valid - at least when communicating electronically.

To those who are voting to close for 'too localized': how is this too localized, exactly? Isn't it a standard throughout the francophone world as to how and where one should capitalize words?
